Pall Mall allows access and even donates money to mall-based celebrations of Veterans & Presidents days and the Fourth of July. It rents office space to the local Democratic Party. Candidates for public office come to the mall to press the flesh and they are not escorted off the property. The Salvation Army is permitted to collect money at a few carefully regulated spots each Christmas. The Mall is surrounded by multistory parking complexes. Pedestrian traffic to the Mall is virtually nill. Cars can enter and exit the Mall's access road at two places, organized to ensure the swift and even flow of traffic.
