Is USENET filled with child pornography?

USENET is an international system of interconnected computer bulletin boards or "newsgroups." (Check out the Electronic Frontier Foundation's description of USENET if you'd like more information.) One part of USENET--alt.binaries.pictures.erotica--is dedicated to publishing (or advertising) sexual images. Many appear to be publishing (or advertising) pictures of minors. Are they child pornography under the Act?
